When should a developer decline some work ?

One other reason to be polite with corporate e-mails is that the people that are ordering you to do something may in fact be *right*. For example, I've seen systems in which there was a lack of passwords because there was some other mechanism for tracking usage (such as an IP log), and I've also seen seriously broken IT processes in which people focus on one part of the security picture ignoring different parts of the system. Security works by the weakest link principle, so if there is some other weak link, then it may be just a waste of effort to put in security.
