Difference between a 'financial software developer' and a 'quant'

From what you said, it seems that the 'quant' jobs in Bloomberg are different than those in a bank. Is that true?What is the main differences? Actually I wonder a general difference between the financial data service providers such as Bloomberg and Reuters with banks. Thanks!
