there's no formula, or at least it depends on the pool of people taking the test every year. there are tables at the gmat website giving you the conversion table (i believe www.gmat.com)

Why not just use CGI with a db lib that you can get from the web for free (eg cgic)--you get to use your skills in C++ that you already have.
