As you say, there is a rule 22e-4
The other numbers would refer to numbered and lettered paragraphs and sections within that rule.
In this instance, I believe 22e-4(a)(4) was part of the proposed rule but did not make it into the final rule
yes, I don't find this section and paragraph!

systemic risk in mutual founds

Hi every one
I want to report a systemic risk impact on mutual funds (including a fixed income fund,
  And a mixed found(fixed income and equity)).
Can anyone help me on this? What has the performance of the United States in dealing with systemic exposure to funds?

in this context, "bucketing" means the same as "asset classification" >> the rule's asset classification, or "bucketing." I believe you're talking about the SEC's Investment Company Liquidity Risk Management Programs, for the purposes of which assets have to be classified into groups or "buckets." ...

I encounter a  "rule’s asset" and "bucketing"phrase in an article and I do not really know what that concept is. Can anyone refuse to understand this meaning?
actually in this text: " In particular, the SEC should re-examine the rule’s asset classification, or “bucketing”."
