The Governments/controlling entities would have to agree on essential/non-essential, and we'd all be dead by the time western countries agreed that Financial institutions aren't "essential", if at all. Those being in a fragile state wouldn't be able to cope.  That and how does one monitor/...

The US!  I'm biased. I grew up in Alabama and Florida, aaaaaaaaand went to public school. If I wasn't an autodidact i'd be in the military! I imagine most of the southern US is imbibing in the military trends. 

Bandoliers, water proof steel toed boots, ghillie suits, picatinny rails, night vision, and a pack of lucky strikes.
