I'm not sure if this was the sense you heard it in, but delta one is trader shorthand for a certainty, from an option that has a delta of one being effectively certain to be exercised.

What Programming Languages do I need?

Walkenbach, Benninga, Jackson / Staunton for VBA, in that order. And being very good at VBA or C++ is better than average at both. (My 2c: the other languages / tools mentioned here are interesting, but add nothing to a job application except at a very idiosyncratic shop)

I think Quant Trader usually means a specialist in some systematic form of trading, such as those that come under the umbrella of "stat arb". So the important word there is trader. The others are points on the continuum from Excel programmer to Model developer.
