Physicists invent all sorts of notations that are not used by mathematicians. Einstein has a different form of writing tensors than the usual mathematical notation. I can't imagine many US workers moving to China. There is some influx of workers (look at the current wrangling over Brexit) but I think it is less than that paper believes (I skim read I must confess).
