Can delta only be a function of price?

Can you say that the delta of an option, is only dependent on the price of an option?Another way of thinking about it:You have 2 options, they have the SAME price, but DIFFERENT intrest rates, time to expiry, etc...Will they have the same delta?

Lets help: Bailout Brainstorm

Get rid of the bailout first of all. and then drop the fed funds rate as lows as needed, even if it means to <1%. Allow these banks to fail, encourage lending for the new middle-market IB's that would now take their place.I also like the idea of cutting the cap gains tax.
