Distance PhD

Some universities have restrictions on where you are allowed to live. Usually comes in the form of "not more than X miles from building Y in the centre of the town". It is a bit more relaxed for part-timers but not that much.

Not top 10. I would say that it is ranked around 15th in the UK. By the way, the results of the RAE 2008 are due in December. This will give you a better picture before taking any decision.

Something else. In the UK you don't really get accepted to do a PhD at University X. You are accepted to work with Professor Y at University X. Try contacting people with research interests that you like. Gauge their interest in you.
