I'm considering pursuing a PhD after my MS if the job market hasn't turned. It seems to me that an MS at Chicago would be better than CMU for this, since Chicago is more theoretical. Thoughts on this?

Is Chicago really considered second tier? When I think of second tier I think of GA Tech, and Toronto. I realize Chicago's students may not be quite as strong as, say, UCB or Princeton, but is it really second tier?
