I think the UK spokesperson was a bit long winded. He should simply have said “The protocol was an agreement entered into by Mr Johnson. He obviously did not intend for England to live up to it.”

I once gave a talk in 1992 on C++ for graphics and CAD in Cannes. No slapping.
Of course, that was the pre-Justin era. I have fond memories of his short stay here.
