If you compare syllabus, every program is different, even among those with same title.I wonder how many programs you compared to come up with "clear difference" claim.

It can be just how (old) FuseTalk is, or just something the admin deems not worth fixing.outrun is right. I have never seen any forum website where the Edit button is on places they shouldn't be. Even free software (phpbb) is years ahead of this.
