There are probably various issues at play here. But one of them seems to be site scraping from IP addresses in various, ahem, less-than-friendly countries.

More interesting, why is there so much reduncancy in the clues?
So is the redundancy because this was a visual question given to a machine that needed more data? (I didn't notice the relationship with the loops on each number.)
