What is democracy?
Power of the people. America is democratic because they once elected Donald Trump. Germany is not democratic because they always elect Angela Merkel in various incarnations. Italy is democratic and France is not.

Not really,  the Holy Roman Empire was  destroyed by the void from inside during centuries, Napoleon only put the stamp. Unless some external shocks destroy it, the EU will persist. It has created a pan-European political elite which is married to the idea of European integration.
France had some elite before the revolution too.

You're missing one thing - there's no counterparty to negociate with. The UK is leaving without any deal, maybe a bit later.
