On topic, I also investigated the picture closely - 2 lights of two types, two stripes. Suspicious shade on the tripes and one narrower. I opened the picture in text editor... No Morse code, no NATO code. Nada...

Funnily enough, somewhat inspired by Paul’s remark about the redundant information, I trained a neural network to predict the answer. It converged nicely, but it returns 0. I havent had time yet to pull it apart to see how it arrives to this result.
