Sorry, now I see what's not clear. The sentence says that something happens in/at long (or short) term horizon.
Maybe it's something simple. I sometimes feel like I don't have the brain capacity for so many languages :-(

If we have to choose between in or at, I’d go with at, but I think this may call for a rewrite, if only to sound more natural.
