Oops! The good news is that nobody would be dumb enough to hook a computer up to a BBG news feed, parse the headlines, and execute trades accordingly. That would require like an AI or something. Maybe even something quantum.

So BBG thinks it is OK users can be sollicited within the Terminal for commercial purposes.
I have contacted the internal team, and I was made aware that though not
common, this particular user is allowed to send marketing materials to other
users via IB. Therefore this is considered legitimate.
