Maybe you should have a more clear set of rules on what is and is not allowed. If an ex-US president bumps into a UK prime minister, are they allowed to have a chat about global affairs?

There was a key (and one suspects deliberate) untruth in that article, which alleged that "Rubio was one of the 47 Republican senators who signed a letter sent to Iran’s leadership in 2015." In fact, they didn't send anything to anyone. It was an open letter on Senate letterhead addressed to the "Leaders of the Islamic Republic of Iran."

Kerry clearly violated the Logan Act. Rubio equally clearly did not.
They do have a clear set of rules

Open or not, it was clearly meant to influence the course of the negotiations between Iran and US.

Europe opens door to sanctions on Iran after terror plots in Denmark, Paris
Denmark’s intelligence agency on Tuesday said that it had foiled an Iranian plot to kill an opposition activist, and had arrested a Norwegian of Iranian descent. The suspect has denied the allegations and is being held in custody. Iran’s Foreign Ministry has denied any involvement and has issued a “strong protest” to the Danish government.
The Wall Street Journal reported that Danish diplomats are now calling for sanctions on Tehran, and the idea won broad support at a Wednesday meeting of E.U. ambassadors -- with at least eight countries backing calls for action -- including France and the U.K.

There was a mortar attack by Iran-linked militants on Baghdad's diplomatic quarter, and Bolton asked about military options to respond. According to the WSJ, State and Defense were "shocked" by this request.
