Extending the Presidential Term - Reuters Nov 11"MOSCOW (Reuters) - Russian President Dmitry Medvedev has submitted to parliament a draft law on extending the presidential term of office, a Kremlin spokeswoman said on Tuesday.Medvedev said last week he wanted to extend the presidential term from four to six years to give the head of state more time to push through reforms.Some political analysts have said the change could be part of a plan for Prime Minister Vladimir Putin to return as president, a post he held for eight years until his second term ended this year....The Kremlin has said the proposed change would not apply to the term Medvedev is serving now.Medvedev also submitted a draft law to extend the term of the State Duma, or lower house of parliament, from four to five years, the Kremlin spokeswoman said."

"Nov. 20 (Bloomberg) -- Russia's government will cut the corporate profit tax rate to help companies weather the worst financial crisis in a decade, Prime Minister Vladimir Putin said. The rate will fall four percentage points in January from the current 24 percent, freeing up 400 billion rubles ($15 billion) for businesses, Putin said today during the ruling United Russia Party's annual congress in Moscow. ...Small businesses will see their profit-tax burden slashed to 5 percent from 15 percent, he said, while speeding up refunds of value-added taxes would also be a priority. Russian companies are struggling to access funds after credit markets seized up in the global slowdown even though the government has adopted a $200 billion liquidity-boosting bailout package. "Just 16 days after President Dmitri Medvedev proposed amending the Russian Constitution to extend the presidential term from four years to six, the lower house of parliament voted 392 to 57 in favor. Only the Communists voted against, saying the move signals an authoritarian trend in Russia. "MOSCOW, November 25 (RIA Novosti) - Russian Prime Minister Vladimir Putin has approved a long-term development plan for Russia until 2020, the government press service said Tuesday. Putin said the federal agencies of the Russian Federation should be guided in their work by the provisions of the plan, entitled Concept-2020. The premier also instructed the Russian Economic Development Ministry to develop a long-term forecast for social and economic development until 2030, and submit it to the government by August 1, 2009."
