Just more-and-more energy consumption, and activities that are accounted as (NPV-ed future) savings activities.Although I can understand the desire to reduce total consumption, it seems like the wrong goal on three counts. First, reducing consumption presumes that all consumption is equally bad. For example, replacing substantive fractions of the world's transportation, energy production, and urban assets to improve long-term energy efficiency will require short-term increases in consumption. Second, localized or general economic growth would seem to imply local and general increases in energy consumption. Third, not all types of energy production are created equal. The real environmental issue isn't the quantity of energy consumption, but the technologies of energy production which vary tremendously in environmental impact.
