For the longest time I thought he was the soccer player. Very confused... 

If there were anybody in charge of risk management at the clearing house, they shouldn't be. If there weren't, well, then they should think about it. Of course, losses will be socialized among clearing members. Heaven forbid the clearinghouse itself should take a loss!

There's a new TV series about Viking conquers (supposedly good - it got a few rewards). It must show some bloody encounters of Collector's and my ancestors! :-)

Norway Readies 'Big Brother' GPS-Based Taxation Per Mile-Driven
with gas at $7 a (US) gallon, they need to replace the revenue stream.
It has the added "bonus" that the government knows where your car is, so, as zero hedge points out, they could issue speeding and/or parking tickets based on GPS.
Not to mention figuring out who was in the vicinity when a crime was committed

Zerohedge is of course even less serious than most of your sources, but there is a kernel of truth here. This was proposed at the annual “national meeting” of the Conservative party last April, and it was specifically meant for the purpose of taxing not just how far (odometer readings could do that far cheaper and easier) but also where people were driving. Obviously not a good idea.

and presumably when (surge pricing, paying more during rush hour for example) 

I believe the UK has been considering the same thing off and on for a while

Like the Dutch, Norwegians trust their governments  too much. It all dates back to European 60s naïveté. 

One time a Dutch person told me they had the best democracy in the world, even better than that of UK.

When we insiders know that Manx democracy is the best.
