While I think the writer has a good point that it would make sense to have a licensing system in place for clinical psychologists, “Sheffield State University” is pure and simple fraud. The writer could have saved himself hundreds of dollars by just making up his own credentials. I spent a little time on their website and they very carefully do not mention which “State” their name refers to. And not just the buildings, but also alumni pictures are fake.

People look Northern European; environs look Middle Eastern.

Looks like it could be World War II era. Top photo might be on top of an armored vehicle of some sort; bottom photo maybe cooking set up and supplies -- ?

British Army in North Africa somewhere -- ?

Yes, North Africa, WWII, the "gentleman's war" (no  SS divisions in the desert!) between the Allied and Axis forces. El Alamein.
I bought "Rommel" by Desmond Young (1950, Collins) in a 2nd hand bookshop in Belfast. At one stage author talks about flaky, leaky, single-use British 4-gallon cans (like milk cans) compared to the ruggedised reusable German Jerry cans. It was not long before the Allies  copied them.
The Italian army didn't cover themselves in glory during the campaign. The anecdotes are almost the same I once heard (almost verbatim) from one of Field-Mafrshal Rommel's desert rats a while back in the Black Forest. Rommel respected the New Zealanders the most.
