Sounds like garbage science to me.
There's no doubt that people do pick up a lot of subconscious cues from each other. But they are visual, auditory, and olfactory. The brain's emissions are extreme weak, extremely incoherent, would be hard to detect at any distance without very obvious detecting structures that would be swamped in todays noisy EMI environment. That is, even if they did exist, they would not work at all in nay location with electricity.
This guys just spouting. He's going to need experimental evidence that people have accurate "gut feelings" about other nearby people without any visual, auditory, or olfactory signals.
