It is ordinary Russian people: sons, brothers and, occasionally, fathers who torture opposition soldiers, kill civilians, and rape women, girls, and boys. That is not Putin. He may of course expect it and applaud it, but he is not the one doing it. Free will may have a low standing in a country that has never been “free”, but it is also not a totally alien concept.
