Write up a dummy version in Excel, with similar but incorrect formulae. Then give it to someone on freelancer.com to turn into python. And then rewrite it yourself using the correct model. That and a few youtube videos about python will do the trick.

27         12 Apr 2017                 5:41 PM
You see a diagram above. Column A has the date and B has the hours (New York time). The numbers in C are the row numbers of the dates to be used. In D, each row has the standard code. All dates in column A represent a cycle, and three rows with values in C are equivalent cycles.

We define the price changes in the rows written in Column C. Let's calculate row 4: the date on row 4 is 11 March 2014 at 11:08 pm. The date on row 5 is March 14, 2014 at 12:35 pm. If the value on the 5th row is higher for the instrument X, we define the 4th row as “Up”. If row 5 is lower, we define row 4 as “Down”. So we will always compare it to the next row. In C, we find the equivalent of all the rows written in this way.
In C, we determine the type of groups written on all three rows. If the distribution of up and down is 3 ’to 3 or 5’ to 1, the type is odd. If the distribution of up and down is 2 to 4 or 6 to 0, the type is even.
Column D is the X and Y indicator. The rule is that if row 12 and row 19 differ type, then row 26 and row 19 will be the same type.
Now we do not know the price change in the period from 26 March to 12 April and we will predict. The situation in C is: “a d a a d?”.  “?” located on 26 March. Let's say the type in row 19 is odd. As a rule, type 26 in row C will be odd. “a d a a d ?” What should “?” be for odd? Answer:  “d” (so down). So there will be a downtrend in the period of March 26.
I just gave the formula of the March 26 period above. More than 80% accurate results for all conceivable instruments. There is only one requirement: all price changes written in column C (except March 26) must be at least 0.4%. Based on the latest price seen during off-session or holidays. In fact, 0.4% change is not essential. Sometimes horizontal calculations require detailed calculation. I didn't write how to do this, so I put a 0.4% requirement.
I told you I hid my formula. I did not decipher where I found these dates, how I selected dates in C, and how I determined the values in D. The above dates come from infinity to infinity and are calculated according to a formula. This is a template and you can test it on all the instruments that come to mind. I don't make up the formula according to the data like everyone else. I have one template formula and everything is based on this template. There is no second person in the world who can achieve this and no methodology. Please review and test.

You probably don't need anyone's help for something that simple. All you have to do is rewriting your plain-English text as pseudocode (see Wikipedia) and google to find an online pseudocode => python converter. Or, as Paul suggested above, you can probably write python yourself from the pseudocode watching youtube videos ("Compilation of Funny And Cute Cats" shall not help, though).

Thank you so much. I'll try your advice. We also have a situation like this. Cloudquant has its own library. so knowing python alone might not be enough. So this was one of the reasons why I needed to get support from a specialist. In addition, I also aim to discuss the methodology I have developed. I want people to examine, question, and think about it. I made a revolution in the field of forecasting modeling. I want everyone to see this. I'm trying to show people something. I've developed a different methodology, and doesn't that interest people?

Yes, but it interests different people. Decide if you want fame or $. I assumed it was the latter. To make $ then stop talking about revolutions. We've heard all that before. The number of times a claimed revolution has turned into one I can count on the fingers of one elbow.

Your story should be: "I want to made loads of $$$. I'm not going to give any proprietary details without a gold-plated NDA. But this is the technology I use. And the reason why it works and no one else is doing it is [insert good story here]."

And when you are a billionaire you can start any number of revolutions.

BTW you do come across as a bit irritating/arrogant. It doesn't help. Some people can get away with it, it's part of their USP, but they've usually achieved something first.

Re: Looking for a partner for my Quant project

I have no purpose of fame. I'm just using a nick here and nobody knows me. Years ago I made only clear and precise predictions on a page. The format and outcome of my predictions were of a type that no one could achieve. Everyone was wondering who I was. I received job offers from many institutions and evaluated them. I also negotiated with major international institutions. During this process, he had unpleasant and malicious behavior. Right now, I have a reputation for my work in many places. Because I'm successful and people know that anything I can say is true. So what do I want to do after today? I will agree with a place that allocates capital to successful strategies. The first thing that comes to mind is the cloudquant. I will show that the methodology I use is not accidental and that even the current software technology cannot generate the equation I created. If people are going to invest in something, they need to know it's reliable. I will give that trust. Or with backtest, it's easy to write formula on already realized data. What I do is very different. Here I just looked for a programmer who could work with me and my goal was to get the technical aspect of the process from beginning to end. So strategy is from me, programming from it.

So here is a suggestion, at least semi-serious. Take a look at the latest posting in the Technical Forum. Amin has the technical skills you are looking for, and I'm pretty sure he is in the market to do some paid work. He is located in Pakistan, but I don't see that as being much of a problem. Python may or may not be high on his list of languages, I don't actually know, but I have no doubt that he has the wherewithal to adapt as needed.

I suspect Deflandre is someone's (not very successful) AI project. That's the only way it can come from a uni email (even with all my reservations about the today's academia).

"I am that merry wanderer of the night.
I jest to Oberon and make him smile
When I a fat and bean-fed horse beguile,
Neighing in likeness of a filly foal:
And sometime lurk I in a gossip's bowl,
In very likeness of a roasted crab,
And when she drinks, against her lips I bob
And on her wither'd dewlap pour the ale."
