I think we should frame this one:

I would point out that the two methods recently suggested for funding the wall (declaring a national emergency and/or blocking drug corridors) were authorized by Congress.
The Secure Fence Act which was passed by Congress and signed by Bush 2 gives the president the authority to build a barrier on the border, although the Truman administration seems to have built a fence with no specific authorization or funding, and the National Emergency Act 1976 which was passed by Congress and   signed by Ford gives the president the authority to declare a national emergency and use military funding for construction projects. Using certain funding streams to block drug corridors was also authorized by congress

Obama acted unilaterally and without Congress on everything from immigration to guns to terrorism

During his efforts to rewrite the Affordable Care Act on the fly, Obama even invented a presidential “power of the purse” and ordered the disbursement of billions of dollars in “cost-sharing” subsidies that Congress never appropriated. When IRS officials voiced doubt about the legality of those payments, they got the kind of strong-arm briefing David Addington, “Cheney’s Cheney,” specialized in during the Bush years. The dissenters were handed a secret memo rationalizing the move, told they “could not take notes or make copies,” and informed that the attorney general had declared the expenditures legal. Whatever the source of that authority might be, Obama officials couldn’t specifically identify it under questioning at a congressional hearing last July, though a top Treasury official volunteered: “If Congress doesn’t want the money appropriated, they could pass a law that specifically says don’t appropriate the money from that account.”
Obama would likely have needed 60 votes in the Senate (for cloture against a likely filibuster) along with a majority in the House to get congressional approval for the spending. If congress wants to pass a law against it, they would have needed a 2/3 supermajority in both chambers to override a presidential veto, so obama would only need  34 votes in the senate instead of 60.

Obama seems to have consistently taken the view that he could do something unless congress voted to stop him.

more on building a wall to block drug corridors, which wouldn't even require the declaration of a national emergency, although of course the invasion of drugs as well as people across the southern border is a bona fide national emergency. When Donald Trump announced his candidacy for the presidency back in 2015, he highlighted the issue (“They’re bringing drugs")

10 U.S. Code § 284 - Support for counterdrug activities and activities to counter transnational organized crime

in that legislation, Congress authorized the executive branch to spend defense money on inter alia
(7) Construction of roads and fences and installation of lighting to block drug smuggling corridors across international boundaries of the United States.
During a House Armed Services Committee hearing on Tuesday, Under Secretary of Defense for Policy John Rood confirmed to Rep. Mo Brooks (R-AL) that the president does not need further authorization from congress (they've already authorized it) or a national emergency declaration to build a wall along the southern border
BROOKS: I want to direct your attention to 10 United States Code § 284 which authorizes President Trump to deploy the United States military to the southern border to build fences and to do a lot of other things, and for clarity, if you look it up in the dictionary the word fence includes the word barrier and the word barrier includes walls made of a wide variety of different materials.
So that having been said, it seems to me that 10 U.S. Code § 284 can be used by the President of the United States to direct the United States military to build a wall. Now as of today, you’ve mentioned military forces along the southern border, have any of them been deployed pursuant to 10 U.S.C. § 284?

ROOD: Congressman, I don’t believe any of our forces have been deployed pursuant to 10 U.S.C. § 284. You are correct, however, that that use of authority would authorize the secretary of defense to erect barriers, roads, fencing, those types of materials to disrupt drug smuggling.

BROOKS: Does 10 U.S.C. § 284 as you understand it, require the declaration of a national emergency before it is implemented?

ROOD: No.

BROOKS: It does not?

ROOD: No.

BROOKS: Has President Trump, to your knowledge, ever used 10 U.S.C § 284 to direct the military to build the wall that is necessary for border security?

ROOD: No, not to my knowledge, Congressman.

BROOKS: If President Trump were to direct the Pentagon and the United States military pursuant to 10 U.S.C § 284 to build such barriers as are necessary to secure our southern border from drug trafficking and international crime cartels would the United States military obey that order?

ROOD: If we judge it to be a lawful order, yes sir. And I assume it would be.
