Some of that is satisfied by US shows made in Canada to save money (x-files was made in vancouver, and I believe stingray
may have been one of the first: I heard a story that the show was cancelled and someone involved in the show got it uncancelled by cutting costs and filming at lionsgate in BC) but some is homegrown Canadian tv which everyone knows is awful and is only on tv because of the content rules
