They are Disenfranchised. Just take the alienation from the means of production and extend it to alienation (Alien-nation) in general.

Ooh - cold! Must be global cooling! Ice age! It also doesn’t help that Texas has (in a very Texan way) no regulations to speak of that would compel electricity generators to protect their equipment from freezing. Of course it doesn’t happen all that often (well, it didn’t use to...), but when it happens the grid operators and their customers are, to use a technical term, screwed. But in between the cold snaps, it’s cheaper this way.

Texas has really low taxes. Not having a functional government can be pretty cheap. Until it isn’t.
