Yes,Tony Crabel is a CTA who runs $1B. You can see his fund's assets and returns on most of the hedge fund reporting sites.As to Romania, I don't see why not -- but don't know for certain. Eastern Europe has lots of very smart people who don't earn nearly as much money doing technical work in their own country.

India isn't the only destination for doing IT work offshore. Romania, Nepal, Poland, Ukraine, Russia, China, Belarus and other countries all compete for a slice of the offshoring pie.

I do and have worked with some very smart Romanians in the UK and Romania, hence I am sure there are peoplewho can do the work. The reason why I was surprised by this is that I would always expect such work to beundertaken locally (i.e. NY) rather than at a remote location.
