Thus getting current and past addresses has value.Maybe INS offices don't catch many, but it is a lot cheaper than full on surveillance. Has the further advantage that if you do it to everyone, you can talk to these people without them realising they've been rumbled. This works both ways.It is also to be remembered that this sort of covert operation is intensely stressful. Your personnel may be prepared to die for their cause, but sitting around waiting to see if you've been found out will degrade, and in a large number of cases break, hardened fighters.Having to speak reasonably to a low level INS officer will be quite stressful, and will degrade them further, even if they don't get caught at that point.
