One solution there could be default position - all members can access this new forum, but misbehave too much (we know it when we see it) and you will be locked out. **And max - 12 posts per day as a monthly average.

(Well, I am kind of kidding, but...)This is more than enough for decent conversations across several topics each week. Those 20-30 posts/day people have signal problems.
