It's a natural experiment although not a very good one and not sufficient for FDA approval because it can't rule out placebo effects (e.g., athletes on meldonium that train harder or recover faster because they think they can) or selection bias effects (e.g, some medical condition that causes some athletes to take the drug and other to not take it).
