Under a new state regulation announced last week, insurance companies will be forced to offer policies to homeowners in wildfire risk areas. Insurers will be required to have at least 85 per cent of their statewide portfolio in risk areas, with the requirement being implemented with 5 per cent increases every two years.

 This rule is the latest from California Insurance Commissioner Ricardo Lara’s Sustainable Insurance Strategy, which aims to offer Californians more options when it comes to insuring their properties. Lara previously said companies would be allowed to use ‘catastrophe models’ to apply higher rates to policies in risk areas.

I heard that a law was passed in 1988(!) forbidding insurers using climate models. Only historical data was allowed. 
Is that so?

Proposition 103?

I don't think that forbade using climate change models. 1988 was probably too early for that to be an issue that very many people would care about. Anyway, a law requiring that climate change be ignored sounds more like a Florida thing than a California thing ... although California's ballot initiative laws have on occasion legislated madness and stupidity.

I don't think that forbade using climate change models. 1988 was probably too early for that to be an issue that very many people would care about. Anyway, a law requiring that climate change be ignored sounds more like a Florida thing than a California thing ... although California's ballot initiative laws have on occasion legislated madness and stupidity.

Instead of letting insurers use the most current data and advanced modeling technologies to inform pricing, Proposition 103 requires them to price coverage based on historical data alone. It also bars insurers from incorporating the cost of reinsurance into their prices.
