I think Israel almost certainly has not very deeply buried plans to use "weapons of mass destruction" of one form or another if the need arises.
Israel is a country the size of a large city. They have an over-equipped military, but as Hezbollah has shown, there is not a lot of depth to it. If Egypt, for example, seriously decided that it wanted to eliminate Israel, and was willing to suffer a lot of casualties in the effort, it could probably do it. Unless, of course, Israel was prepared to use some sort of WMDs against Egyptian infantry.

Using WMD is a part of doctrine of much larger countries. I assume you have heard recent Putin's mumbling with not so implicit threats to use it.
It's highly unlikely that Egypt would decide to go to war with Israel. In the past wars Egypt's conventional military force was much stronger than Israel, and it didn't work out as planned. Besides, it's hard to achieve an element of surprise considering the size of Synai penicula.
The war with Hezbollah would be devastating for both countries, the likely outcome without nukes is complete devastation of Lebanon and enormous damage in Israel.

According to the Lebanese National Council for Scientific Research, there have been 175 Israeli attacks on south Lebanon using white phosphorus since then, many of them sparking fires that have affected over 600 hectares (1,480 acres) of farmland.
So, the excuse that it was for a smoke screen was a smoke screen.

I don't think their mandate includes policing more than a very limited area, except in coordination with the Lebanese Army ... which may or may not be functional lately.
