My laptop running on Windows 7 advanced 1 hour overnight. I shutdown it at 1:30am last night, and (re)started it today by 10:30am (few minutes ago) but Windows clock was then showing 11:30am.

The roll-out of Windows 95 didn't help.

This reminds one of the COVID-19 software. In this case most of the unknowns are known.
