The SA Human Rights Commission (SAHRC) argued that a public apology from Velaphi Khumalo will suffice as punishment for his racial utterances. Khumalo appeared before the Equality Court for a Facebook comment in which he called for the massacre of white South Africans.
The SAHRC settled with Khumalo ordering the accused to apologise publicly, as that would deter other South Africans from making racial utterances. Khumalo was also ordered to pay R30 000 to charity.

The SA Human Rights Commission (whatever that is exactly) feels that he's been punished enough already by having been made to apologize. He also faced disciplinary action from his employer

If you follow the SAHRC's logic, if someone in the 1930s had made Hitler apologize and given him an extra vacation, the national socialists wouldn't have committed genocide

Your concern for a people facing possible genocide is touching
I think most of them will go wherever they can at this point. Since many of them are of British and/or Dutch ancestry, I don't know why those countries aren't taking them. The Soros argument that Europe needs immigrants because of falling birthrates doesn't seem to apply when the would-be immigrants are white South Africans.
Russia seems to be one of the few countries where they are welcome, although one would expect that it's not their first choice
