You didn't show the ages for which the questions were set. The 1970 question was probably for a ten-year old. The 2018 was for an unusually talented 25-year old.

It all started to go wrong around 1996 when CAD/CAM was outsourced to China and Singapore. Before that Europe had lots of design.
The CADCentre has been described as one of the most important factors in what is now known as the "Cambridge Phenomenon", - the transformation of Cambridge into a high tech centre of world renown in the 1980s. See Segal Quince & Partners. "The Cambridge Phenomenon The Growth of High Technology Industry in a University Town", 1985.
At school in the 60s, Mechanical Drawing was mandatory.
