Can anyone recomend a fairly basic and cheap (possibly free) system/environment that can execute "pairs trades" or a partial/optimized basket vs. an index according to rules and ranges that you specify? Ideally it can interface into an execution platform such as RediPlus or IB.

Look at Tethystech's Execta platform. I do not know how much it costs but I know the traders here love it.

I looked at the SpreadTrader product and was quite impressed...

IndexTrader and SpreadTrader are very nice apps but SLK charges a high per share fee for executing through these platforms. I was looking for more like a Portware or Flextrade alternative that can route via FIX. Thanks.
