advice needed -- NYU non-degree program

Hi,I have some questions about the NYU non-degree program. According to the program coordinator, a HANDFULL of people are accepted to the non-degree program, some of whom are accepted because they are NOT accepted to the degree program as they intended to. And on the program website, it says "Students should understand that due to limited resources, admission to the MS in Mathematics in Finance program is not automatic after completing 4 courses with good grades." So my question is what the chances are to get into the degree program from non-degree. For those who have attened the NYU program, I would very much appreciate if you can tell me what the cases are with you peer non-degree classmates. I'm very confused about why they do this. If someone apply for the master's program, that means he/she wants the degree. By putting them into the non-degree program, does the department actually intend to give them a second chance? Do good grades from the non-degree program AT LEAST increase the chances of being admitted to the degree one SIGNIFICANTLY? OR to say it not so nicely, they just want the extra income from non-degree students.In fact, I would like to know if they actually offer the non-degree option to anyone that is not too bad (or maybe ones on the waitlist who are finally NOT offered for admission). If anyone has an answer to this question, I will really appreciate.Thanks everybody in advance!
