Looks like a Merrill Lynch trademark client algorithm, designed to execute immediately a relatively large % of ADV. From a quick Google around it looks like it splits your order in to waves, and then sends them down at the far touch price to ensure immediate execution. This means that it doesn't stick your 30% of ADV order sitting on the near touch for everyone to see, and the first time the market sees your order is when it appears on time & sales.
