Do Agents Really Need Passports?

I am applying for a role in London. I live in the UK and am a UK citizen.The recruitment agent wants me to send him my photo and a copy of my passport. I am very suspicious of this. Is this unusual? I have never been asked for my passport before.

Actually IT IS PERFECTLY VALID. Its matters to a few companies. Agents are being told to verify the immigration status of the candidates before even putting them forward .I know this because I am yet not a UK citizen and how hard UK Home office is getting on companies which are employing the immgrants.
