Just to be clear, in the auld Ireland-in-UK situation, which subpopulations of the UK do you think should have had a vote in Ireland's membership in the UK?

And in today's Catalonia-in-Spain situation, which subpopulations of Spain do you think should have a vote in Catalonia's membership in Spain?

Apparently (so I've been told) Franco directed more investment to Catalonia then elsewhere, in order to bind the region with the rest of the country. The rest of the country might feel that the current wealth of Catalonia is partly thanks to that, and feel they're getting ripped off a bit by the secession.
