I am in the situation where the work place both bore me and annoys me, which in turns affect my overall mood down. However as it is very busy and don't see it to get better, I was wondering if it is better leave and have time to find a place somewhere else?

Lots of meetings and discussions but with little progress or anything coming out of it

It is a simplification, but generally serves me well: Never go for push reasons. Only go for pull. Put your CV out there and see what happens. You have nothing to loose.

Presuming you have been at your job for a reasonably long time and are at a bank which nowadays always seem to be in lay off mode, you could start turning down your productivity carefully and get yourself laid off with a few months severance. This would leave you on the payroll, but free to job hunt.

Would like to go to risk.What I mean is that during those meetings, which a lot is discussed. Either there is no conclusion or whenever there is, what's been discussed is not implemented.
