Quants - PhD is a filter ?

On reading the books - Interview Questions for Quants by MJ and PW repectively, the questions didnot appeared of PhD Level, rather Masters Level. If Quants are being recruited based on Master level Questions then is PhD nothing more than a filter(in most cases) ?

Does it make any sense to pursue a Masters in Econometrics before doing a MFE. Does such a combination increase the chances of getting a better Quant job ?
